About the Project

RESCUE NET is a European project funded by the Erasmus+ Programme – Adult Education (KA210), aimed at making civil protection systems more inclusive, accessible, and resilient, with a specific focus on people with sensory disabilities.

Coordinated by the Municipality of Pescara (Italy), in partnership with Social Enterprise Puzzle (Greece) and the Municipality of Kapaklı (Türkiye), the project develops tools, protocols, and skills that help improve emergency management and ensure that no one is left behind during critical situations.

Main Objectives

• Develop inclusive operational protocols, tested through practical emergency simulations.
• Train 100 civil protection volunteers and professionals on accessible communication methods, including International Sign (IS).
• Create an interactive digital platform providing accessible training materials.
• Implement an awareness-raising campaign reaching at least 2,000 citizens.
• Strengthen a transnational European network for sharing good practices on inclusive resilience.

Project Activities
Throughout its 12-month duration, RESCUE NET includes:
• Local needs analysis in partner countries
• Workshops and training modules in Italy and Türkiye
• Production of accessible digital materials, including videos
• Emergency simulations to test inclusive protocols
• Public events and dissemination initiatives
• Continuous transnational cooperation among partners

RESCUE NET è un progetto europeo finanziato dal Programma Erasmus+ – Educazione degli Adulti (KA210), nato per rendere i sistemi di protezione civile più inclusivi, accessibili e resilienti, soprattutto per le persone con disabilità sensoriali.

Coordinato dal Comune di Pescara (Italia), in partenariato con Social Enterprise Puzzle (Grecia) e il Municipality of Kapaklı (Turchia), il progetto mira a sviluppare strumenti, protocolli e competenze utili a migliorare la gestione delle emergenze e a garantire che nessuno venga lasciato indietro in situazioni critiche.

Obiettivi principali

• Creare protocolli operativi inclusivi, testati tramite esercitazioni pratiche.
• Formare 100 volontari e operatori di protezione civile sull’uso di linguaggi accessibili, tra cui la Lingua dei Segni Internazionale (IS).
• Sviluppare una piattaforma digitale interattiva con materiali formativi accessibili.
• Realizzare una campagna di sensibilizzazione rivolta ad almeno 2.000 cittadini.
• Costruire una rete europea transnazionale per condividere buone pratiche e modelli inclusivi di resilienza.

Attività del progetto

Durante i 12 mesi di progetto, RESCUE NET prevede:
• Analisi dei bisogni delle comunità locali
• Workshop e moduli di formazione in Italia e Turchia
• Produzione di video e materiali digitali in formato accessibile
• Test dei protocolli tramite simulazioni di emergenza
• Eventi pubblici e azioni di dissemination
• Cooperazione internazionale continua tra i partner

RESCUE NET – Emergency protocols

  1. NEEDS ANALYSIS

The RESCUE NET Needs Analysis, involving 175 participants in Italy and Turkey, found that people with disabilities—especially Deaf individuals—face significant barriers during emergencies due to inaccessible communication, limited preparedness, and inadequate inclusion in emergency planning. At the same time, volunteers and civil protection professionals are highly motivated but often lack training, tools, and protocols to support people with disabilities effectively.

The study identified key priorities: accessible and multimodal communication, increased preparedness for people with disabilities, specialised training for volunteers, inclusive emergency protocols, and stronger cooperation between emergency services and disability organisations.

RESCUE NET developed inclusive emergency communication protocols, accessible training materials, sign language videos, and a digital learning platform. By promoting accessibility, collaboration, and active participation of Deaf communities, the project aims to strengthen inclusive emergency preparedness and create safer, more resilient emergency response systems for all.

3.EVALUATION

The evaluation of the training modules is a critical component of the RESCUE NET project, as it provides evidence of their effectiveness and informs future improvements. The evaluation framework is designed to assess both the learning outcomes achieved by participants and the overall quality of the training process.
